Amends section 15-424 of Arizona Revised Statutes regarding school district governing board elections.

When only one person files for a school board position or no one files, the board of supervisors may cancel the election no earlier than 75 days before the election date.

If one person filed, that person may be appointed to the position; if no one filed, the office is deemed vacant and filled according to section 15-302.

Requires the county school superintendent to issue a certificate of election to any person appointed under this process, pursuant to sections 15-426 or 15-428.

A person appointed to fill a cancelled election position has full powers and duties as if they were elected to the office.
