Amends Arizona election law to remove recall elections from the requirement to be held on consolidated election dates specified in section 16-204.

Requires recall elections to be scheduled on the next available consolidated election date that occurs 90 or more days after the order calling the election is issued.

Maintains consolidated election dates (second Tuesday in March, third Tuesday in May, tenth Tuesday before general election, and first Tuesday after first Monday in November) for all other elections including special elections to fill vacancies.

Clarifies that recall elections are exempt from consolidated election date requirements, allowing them to be scheduled independently from regular municipal and special district elections.
