Requires political committees and candidate campaign committees to file a statement of organization or exemption statement before circulating petitions for signatures, with violations making obtained signatures void.

Allows electors to challenge nomination petitions if signatures were collected before the committee's statement of organization or five hundred dollar threshold exemption was filed.

Adds petition forgery consequences: candidates found guilty of petition forgery are disqualified and ineligible to seek public office for at least five years.

Expands the definition of when political committees must register to include the act of circulating petitions for signatures, not just accepting contributions or making expenditures.
