Amends Arizona law on custodial interference to add an affirmative defense for parents who file an emergency petition for custodial rights and have a good faith belief the child will be in immediate danger if left with the other parent.

Modifies penalties for voluntary return of a child to reduce the charge from class 6 felony to class 1 misdemeanor if the child is returned without physical injury within 48 hours after being taken.

Creates new crime of falsely reporting vulnerable adult abuse or neglect to law enforcement or mandatory reporters, classified as a class 1 misdemeanor.
