Amends Arizona Revised Statutes Section 49-286 to correct the term "non-hazardous" to "nonhazardous" (one word) for consistency with statutory language.

Replaces the phrase "the effective date of this chapter" with the specific date "August 13, 1986" to clarify when the disposal occurred in mitigation orders for drinking water sources.

Allows the Arizona Department of Environmental Quality director to order responsible parties to mitigate nonhazardous substance releases that render drinking water sources unusable through alternative water supplies, mixing/blending, treatment, or other mutually agreed measures.

Requires the director to balance short-term and long-term public benefits against costs when selecting mitigation measures, and restricts the director to requiring only the least costly alternative if multiple options exist.

Maintains that mitigation orders are enforceable under existing Arizona statutes governing hazardous waste management.
