Amends Arizona Revised Statutes Section 49-333 regarding regulation of dry wells and licensing of dry well drillers.

Director may adopt rules establishing standards for new and existing dry wells covering performance, operation, construction, design, closure, location and inspection.

Prohibits use of dry wells for disposal of hazardous substances as defined under federal law (Comprehensive Environmental Response, Compensation, and Liability Act) or oil as defined under the Federal Water Pollution Control Act.

Requires new dry well construction and modifications to be performed under direct supervision of a licensed dry well driller, with applicants filing applications that include name, address, business location, experience, qualifications and other required information.

Director shall establish by rule the qualifications and licensing procedures for dry well drillers with fees not exceeding $50, and may revoke licenses for good cause.
