Amends Arizona Revised Statutes Section 49-429 regarding air quality permit transfers.

Clarifies that permits are non-transferable between locations or sources, with an exception for mobile or portable sources that can be transferred to different locations after notifying the department.

Allows permits to be transferred between persons if the current permit holder provides written notice to the director before the transfer, including the transferee's name, address, telephone number, statutory agent, and effective date.

Authorizes the director to deny a transfer if the transferee cannot operate the source in compliance with applicable requirements, with denial notice required within ten working days of receiving the transfer notice.

Permits permit transfer denials to be appealed as an appealable agency action under Arizona law.
