Amends Arizona Revised Statutes Section 28-8521 regarding joint powers airport authorities established in connection with the closing of military facilities after 1990.

Requires the chairperson of the airport authority board of directors to annually present a report of activities to the House Transportation Committee and Senate Natural Resources and Transportation Committee (changing from Ways and Means and Finance committees).

Maintains existing requirements for joint powers airport authority agreements including: board composition, voting methods, budget adoption procedures, termination processes, membership procedures, fiscal year designation, and other necessary terms.
