Amends Arizona Revised Statutes section 36-2939 to modify standards for intermediate care facilities for members with developmental disabilities in the Arizona long-term care system.

Expands eligible facilities to include private state-licensed facilities that contract with the department, removing the previous restriction limiting facilities to only those operated by the state or existing licensed facilities contracted before July 1, 1988.

Makes grammatical and clarifying changes to home and community-based services provisions, including clarifying language regarding home health services, homemaker services, and home-delivered meals.

Maintains existing requirements for home and community-based services to be provided in members' homes, adult foster care homes, assisted living facilities, or behavioral health alternative residential facilities as approved by the director.

Preserves all existing service types and eligibility requirements, including deductible schedules for families whose children are under eighteen years of age and eligible under the developmental disability provisions.
