Amends Arizona Revised Statutes section 28-2059 regarding certificates of title for motor vehicles, trailers, and semitrailers.

Changes the method of service for notice from regular mail to first class mail when the director determines an applicant is not entitled to a certificate of title or registration.

Extends the timeframe for requesting a hearing from 15 days to 30 days after notice is delivered or mailed.

Allows the director to refuse to issue a certificate, refuse to register a vehicle, or revoke an existing registration or certificate of title after providing notice and holding a hearing.
