Amends Arizona Revised Statutes section 12-213 regarding qualifications for court commissioners in counties with three or more superior court judges.

Changes the required legal experience from "active general practice of the law for a period of not less than three years" to "admitted to the practice of law in and a resident of this state for five years."

Maintains existing restrictions on court commissioners' powers, including prohibition on making ex parte orders regarding child custody, attorney representation changes, liberty deprivation, property rights, or injunctive relief except in default hearings.

Preserves the salary provision that commissioners receive an annual salary set by the presiding judge not to exceed 90 percent of a superior court judge's salary, paid as a county charge.
