Amends section 28-8202 of Arizona Revised Statutes to expand the definition of "publicly owned and operated airport facility" to include airports owned or operated by Indian tribes or tribal governments.

Allows Indian reservations to receive distributions from the state aviation fund for planning, design, development, acquisition of land interests, construction, and improvement of airport facilities, on equal terms as counties, cities, and towns.

Requires that Indian tribes or tribal governments holding airport land interests meet the same criteria as other public entities: the land must be clear of reversionary interests, liens, easements, leases, or other encumbrances that would interfere with public airport use for a minimum of 20 years.

Maintains the existing grant limitation that no single airport may receive more than ten percent of the average annual state aviation fund revenue from the previous three years in any fiscal year.
