Amends Arizona Revised Statutes Section 28-775 to modify requirements for drivers approaching stationary vehicles displaying warning lights.

Drivers approaching a stationary authorized emergency vehicle displaying alternately flashing red or red and blue lights, or warning lights, must either change lanes (if safely possible on highways with at least four lanes) or reduce speed and proceed with caution.

Clarifies that drivers must maintain at least 300 feet distance behind police vehicles actively giving visual and audible emergency signals until the police vehicle moves to the right lane.

Allows defensive driving schools and the department of motor vehicles to include educational information about requirements for approaching police vehicles and stationary emergency vehicles in courses and examination materials.
