Amends reporting requirements for the Arizona adjutant general to submit an annual report by September 1 (instead of October 1) to the governor, president of the senate, and speaker of the house of representatives.

Requires the annual report to include the strength and condition of the national guard, business transactions, detailed expenditure statements, disposition of property, activity in the Camp Navajo fund, and details on the national guard postsecondary education reimbursement program.

Eliminates a separate August 31 reporting requirement for the Camp Navajo fund, consolidating it into the main annual report by September 1.

Clarifies that national guard members on state active duty exceeding 30 consecutive days are considered state employees eligible for health and accident insurance benefits.

Revises the national guard postsecondary education reimbursement program reporting to be included in the adjutant general's main annual report rather than as a separate September 15 report.
