Allows cities or towns in counties with populations exceeding 350,000 to annex territory that is completely surrounded by or bordered on at least three sides by the city or town, if the landowner has submitted a request to the federal government for ownership or trust of the territory.

Requires annexation approval by a majority vote of the city or town's governing body.

Annexation becomes immediately operative if approved by at least two-thirds of the governing body, rather than waiting for the standard effective date.

Defines "submitted a request to the federal government" as the landowner making an application to the federal government as required by specific federal statute or regulation.
