Amends Arizona Revised Statutes section 9-500.14 regarding municipal use of resources in elections.

Changes the term "reports" to "pamphlets" when describing informational materials cities and towns may distribute for proposed bond elections under section 35-454.

Maintains the prohibition on cities and towns using personnel, equipment, materials, buildings, or other resources to influence election outcomes.

Preserves the exception allowing distribution of informational materials specifically for bond elections and reporting on official governing body actions.

Does not restrict civil and political liberties of municipal employees as guaranteed by state and federal constitutions.
