Changes the word "reports" to "pamphlets" in the exception allowing counties to distribute informational materials on proposed bond elections under section 35-454.

Maintains the prohibition on counties using personnel, equipment, materials, buildings, or other resources to influence election outcomes.

Preserves the exception allowing counties to report on official actions of the county board of supervisors.

Retains provisions prohibiting county employees from using their authority to influence subordinates' voting or political activities, while protecting employees' constitutional civil and political rights.
