Exempts homeschooled students from mandatory state testing requirements while in homeschool programs, but requires testing upon enrollment in kindergarten or grades 1-12 to determine appropriate grade placement.

Allows homeschooled students to participate in interscholastic activities at public schools in the same manner as enrolled students, subject to verification of passing grades and satisfactory progress by the instructor.

Requires universities under the Arizona Board of Regents to ensure fair and equitable access to admissions and merit-based scholarships for students from public, private, charter, and homeschools.

Exempts homeschools as defined in section 15-802 from homeowners' association regulations while allowing associations to contract with school districts or charter schools for use of common areas.
