Amends Arizona Revised Statutes Section 21-411 to allow presiding judges to employ electronic recording systems as an alternative to court reporters for recording grand jury proceedings.

Requires that reporter notes or electronic recordings from proceedings resulting in an indictment be transcribed and filed with the court clerk upon request by the state or defendant.

Allows courts to deny transcript or portions of transcripts to defendants only upon a showing of extraordinary circumstances by a prosecuting officer.

Requires that untranscribed reporter notes or electronic recordings be filed with the court clerk, impounded, and transcribed only when ordered by the presiding judge.

Mandates that persons operating electronic recording systems, like court reporters and transcriptionists, be sworn not to disclose grand jury testimony or witness names except to prosecuting officers or when testifying in court.
