Amends Arizona Revised Statutes section 9-511.01 to clarify that municipalities cannot require payment of unpaid water and wastewater service charges from anyone other than the person who contracted for the service for residential properties of four or fewer units.

Prohibits municipalities from refusing water and wastewater service within their service area based on unpaid charges owed by anyone other than the contracted service user for residential properties of four or fewer units.

Adds new section 9-511.04 establishing that municipalities providing waste or garbage collection service must impose charges on the user of the service or the person who contracts for it, with the user responsible for payment rather than the property owner unless the owner contracted for the service.

Clarifies that property owners are not responsible for water, wastewater, waste, or garbage collection rates and charges unless they have directly contracted for the service.
