Department of Health Services must complete a comprehensive review of its costs to administer child care licensing articles by December 31 of each odd-numbered year, with the first review due by December 31, 2011.

Review must be posted on the department's website and must address fee collection, operating costs, resource efficiency, and equity of fee distribution across facility categories.

Department must analyze the time and costs required to license child care facilities and certify child care group homes separately, and determine potential impact of fees.

Department must identify costs associated with investigations and enforcement of unlicensed facilities, develop recommendations for risk-based facility inspections, and create a plan to transition from three-year fees to annual fees.

Department must convene an advisory committee at least three times during the review process that includes representatives from licensed child care facilities, certified child care group homes, and child care associations in Arizona.
