Creates two categories of licensure under the board of homeopathic and integrated medicine examiners: one for persons with allopathic or osteopathic medical degrees who practice homeopathic medicine (section 32-2912, subsection A), and one for persons with homeopathic medical degrees limited to practicing homeopathy and nutrition only (section 32-2912, subsection B).

Restricts persons licensed under subsection B from prescribing, dispensing or administering controlled substances, prescription drugs, or performing invasive procedures, and requires them to obtain informed consent clearly stating they are not allopathic or osteopathic physicians.

Changes board composition beginning January 1, 2015 from four homeopathic physicians to five licensed members, with one required to be licensed under subsection B, while maintaining two public members.

Expands the definition of unprofessional conduct for homeopathic-only licensees (subsection B) to include failing to refer patients with life-threatening illnesses to licensed allopathic or osteopathic physicians and discontinuing patients' existing physician treatments without consultation.

Allows only subsection A licensees to dispense controlled substances and prescription drugs; subsection B licensees may dispense only homeopathic medications and nonprescription drugs.
