Creates Chapter 35 of Title 44 (Arizona Revised Statutes) establishing an "Intrastate Commerce Act" declaring that goods grown, manufactured, or made in Arizona and services performed in Arizona are not subject to federal congressional authority under the Commerce Clause when retained within the state.

Applies only to goods and services produced and retained in Arizona after the bill's effective date.

Makes it a class 6 felony (fine not to exceed $2,000) for federal officials or employees of entities providing services to the federal government who enforce federal law in violation of this chapter.

Makes it a class 1 misdemeanor (fine not to exceed $500) for Arizona public officers or employees who enforce federal law in violation of this chapter.

Declares the act an emergency measure operative immediately, based on legislative findings regarding the Ninth and Tenth Amendments and the constitutional limits on federal commerce power.
