Amends Arizona Revised Statutes section 28-3306 to allow the Department of Motor Vehicles to require attendance and successful completion of approved traffic survival school as an alternative to license suspension or revocation.

Requires the department to notify licensees in writing immediately when ordering them to attend traffic survival school, and allows licensees to request a hearing within 30 days of receiving notice.

Adds a new provision requiring the department to withhold license reinstatement if a licensee fails to comply with an order to attend traffic survival school, until proof of successful completion is provided.

Maintains existing hearing procedures and department authority to suspend or revoke licenses based on eight specified grounds, including traffic violations, accidents, reckless driving, and fraud.

Authorizes the department to amend suspension orders to revocation if a licensee receives notice to attend traffic school but fails to comply with that order.
