Restricts dissemination contracts for bulk data access by prohibiting requirements for destruction of public records, expedited database updates beyond court's update schedule, or liability insurance/indemnification.

Requires custodian of bulk data to release all available case information, defined to include names, addresses, dates of birth, last four digits of identifying numbers, and monetary judgment awards.

Defines "confidential information" that remains protected as judicial work product, financial documents with full account numbers, and unofficial court recordings.
