Department of Economic Security shall conduct meetings with individuals with cognitive or developmental disabilities and their parents or guardians by November 15, 2011, to present placement options including private service providers.

Meetings shall emphasize informed choice regarding quality of services, cost, efficiency, and active treatment or habilitation, and shall solicit input on possible modifications to placement settings.

Department shall submit a written report to the governor, speaker of the house, and president of the senate by December 1, 2011, evaluating efficiency opportunities and potential changes to state intermediate care facilities based on meeting results.

Department shall consult with the developmental disabilities advisory council and developmental disabilities planning council in developing informational materials, with each council permitted to send up to two representatives to the meetings.

Terminology change: the bill directs use of "intermediate care facilities for persons with an intellectual disability" instead of the former official designation "intermediate care facilities for the mentally retarded."
