Amends Section 13-504, Arizona Revised Statutes, to modify when courts must hold transfer hearings for juveniles prosecuted as adults.

Removes the requirement that transfer hearings be limited to violations of Title 13, Chapter 14 or 35.1, expanding the types of offenses subject to mandatory transfer hearings.

Requires courts to hold a transfer hearing if a juvenile prosecuted as an adult committed an offense more than twelve months before the criminal charge was filed.

Directs courts to determine by clear and convincing evidence whether public safety and juvenile rehabilitation would be better served by transferring the case to juvenile court.

Requires courts to make a written determination on transfer and prohibits deferring the decision.
