Allows counties that do not meet the standard assessed valuation and population requirements in section 15-1402 to organize a community college district if a provisional community college district has operated there for at least 5 years with at least 900 full-time equivalent students

Requires the proposed district to be actively seeking regional accreditation, hold public meetings on conversion, and adopt a resolution to form the district; allows the governing board to call an election to seek voter approval for property tax rate increases once converted

Requires the provisional district to maintain a regional accreditation and oversight relationship with another community college district until conversion to an independent district

Updates definitions and references throughout Arizona Revised Statutes (sections 15-1401, 15-1403, 15-1407, 15-1409, 15-1481, 15-1851, 15-1854) to include the new alternative formation process and clarify that provisional districts are excluded from certain provisions

Corrects gender-neutral language throughout by replacing "which" with "that" and "his" with "that" in relevant sections
