Authorizes Arizona's governor to enter into the Interstate Health Care Freedom Compact with other states to protect residents' rights to pay directly for health care services and to participate or decline participation in health plans.

Requires party states to give full faith and credit to each other's health care freedom laws and prohibits governmental agents from depriving or penalizing residents for exercising rights under these laws.

Mandates cooperation among party states for prevention and criminal prosecution of violations of health care freedom criminal laws.

Establishes the governor or designee as compact administrator responsible for maintaining lists of party states, exchanging citations of health care freedom laws, and developing procedures for compact administration.

Compact becomes effective when at least two states deliver notices of confirmation to each other and federal officials; allows states to withdraw after four years through joint resolution.
