Amends section 23-775 of Arizona Revised Statutes to add "compelling personal circumstances" as grounds for unemployment benefits eligibility for individuals who leave work due to transportation difficulties.

Establishes that a spouse or unemancipated minor who leaves work to accompany the other spouse or parent who is transferred due to official military orders qualifies as having compelling personal circumstances.

Maintains existing disqualification rules for individuals who voluntarily leave work without good cause, including a requirement to earn wages equivalent to five times their weekly benefit amount before regaining eligibility.

Preserves all other existing disqualification criteria including discharge for misconduct, receipt of benefits under other state unemployment laws, customary suspensions of operations, and incarceration.
