Amends Arizona Revised Statutes section 38-1104 to add an exemption stating law enforcement officers employed as at-will police chiefs or assistant police chiefs are not subject to the requirement of "just cause" for disciplinary action.

Defines "at will employee" as a person who may be terminated at the will of either the employee or employer at any time, with or without cause.

Maintains existing protections for other law enforcement officers who remain subject to disciplinary action only for just cause, with exceptions for probationary employees and administrative dismissals.

Preserves the ability of employers and employee representative associations to negotiate agreements that alter or replace the provisions of this section.

Applies "just cause" standards requiring employer notice of conduct rules, reasonable relationship to professional standards, preponderance of evidence, and proportionality between discipline and offense seriousness.
