Amends teacher certification requirements to allow reciprocity for persons who passed equivalent proficiency examinations in other states and modifies requirements for those with prior teaching experience or advanced degrees.

Changes school day requirements from 175 to 180 school days for year-round school operations and adjusts instructional hour minimums accordingly for four-day school weeks and alternative kindergarten programs.

Modifies the definition of "home school district" to include children who are wards of the state and enrolled in accommodation schools under section 15-913.

Updates references to student funding calculations from "average daily membership" to "student count" in school district bonding authority limits (section 15-1021).

Expands veterans' education deferment benefits to cover all federal education benefits available to armed forces veterans, not limited to the Montgomery GI Bill.
