Authorizes the department of transportation to issue Arizona centennial special plates, with the office of tourism designing the plates subject to department approval.

Allocates $32,000 from the state highway fund to implement the Arizona centennial special plates program.

Establishes the Arizona centennial special plate fund consisting of $25 annual fees ($8 administration fee and $17 donation) collected from plate sales; first $32,000 reimburses state highway fund, then allocates donations to office of tourism (2011-2012) and Arizona historical society (2012-2013 onwards) for centennial projects and museum operations.

Allows Arizona centennial special plates to be combined with personalized special plates upon request, subject to additional personalized plate fees.

Exempts Arizona centennial special plate donations and administration fees from being classified as highway user revenues, similar to other special plate programs.
