Prohibits state and political subdivision public funds, tax monies, and federal funds passing through state treasury from being expended for abortion performance except when necessary to save the woman's life or avert substantial and irreversible impairment of a major bodily function.

Prohibits public monies, tax monies, federal funds, and tuition/fees paid to state universities or community colleges from being expended or allocated for training to perform abortions.

Requires qualifying charitable organizations receiving tax credits under section 43-1088 to certify they do not provide, pay for, promote, provide coverage of, or provide referrals for abortions and do not financially support any entity that does so.

Modifies the tax credit certification requirements to exclude any charitable organization that provides abortion-related services or supports entities providing such services from being considered a qualifying charitable organization.

Effective date for section 43-1088 amendments is December 31, 2011.
