Amends Arizona Revised Statutes Section 34-451 to correct references to the "state energy office" by replacing them with "department of commerce energy office" throughout the statute.

Maintains existing requirements for the Department of Commerce to adopt energy conservation standards for new public building construction consistent with American Society of Heating, Refrigerating and Air Conditioning Engineers and International Energy Conservation Code standards.

Preserves energy reduction goals requiring the Department of Administration, Arizona Board of Regents, and Department of Transportation to reduce energy use in their buildings by 10% per square foot by July 1, 2008 and 15% per square foot by July 1, 2011, using 2001-2002 as the baseline year.

Maintains the Department of Commerce energy office's responsibility to provide technical assistance and annually monitor and report compliance with energy reduction goals to the Legislature.

Retains requirements for state agencies to procure Energy Star certified or Federal Energy Management Program certified energy-efficient products unless cost-ineffective on a life cycle cost basis.
