Amends section 20-344 of Arizona Revised Statutes regarding uniform plans for workers' compensation insurance in the state.

Allows rating organizations to use their own statistical plan if it does not materially conflict with the uniform statistical plan and must file for director approval before use.

Permits insurers to develop subclassifications of the uniform classification plan directly or through their rating organization, with filing required to the director.

Requires a 15-day waiting period before subclassifications become effective and allows the director to disapprove subclassifications that cannot be reported consistently with uniform plans or fail to meet rating standards.
