Establishes state certification requirements for alarm businesses and alarm agents through the state board of technical registration, effective July 1, 2012.

Requires alarm businesses to obtain certificates, maintain $1 million general liability and errors and omissions insurance, and submit controlling persons' fingerprints for criminal background checks.

Mandates alarm agents to obtain certification cards, complete board-approved training (with exemption for initial applications by June 30, 2012), and submit fingerprints within five working days of employment.

Denies certification to applicants with convictions for theft, burglary, robbery, sexual assault, child abuse, homicide, fraud, drug offenses within five years, and other specified crimes.

Creates an alarm business rules and standards committee with representatives from small, medium, and large alarm businesses, law enforcement, and the board to recommend standards for insurance, bonding, criminal history criteria, and educational programs.

Establishes July 1, 2021 as the sunset date for alarm business and alarm agent regulation under section 41-3102.

Exempts alarm businesses and agents from contractor licensing requirements while preserving local jurisdictions' authority to issue citations for ordinance violations and reduce false alarms.
