Establishes a permanent county assessor's property information storage and retrieval conversion and maintenance fund in counties with a population of less than 750,000 persons, changing the prior population threshold of 500,000 or less.

Authorizes counties to impose a special recording surcharge of up to four dollars per document filed with the county recorder to fund the conversion and maintenance of the assessor's property information system, with automatic repeal when collection goals are met.

Allows fund monies to be used exclusively for purchasing hardware, software, graphical information systems, and employee training directly related to the assessor's automation system.

Extends the repeal date of A.R.S. § 11-269.06 from December 31, 2011 to December 31, 2014, making the statute permanent rather than temporary.

Requires the county recorder to annually submit projected revenue reports to the board of supervisors and permits fund monies to accumulate if projected revenues are insufficient to cover conversion costs.
