Allows out-of-state health insurance companies to operate in Arizona without obtaining an Arizona certificate of authority if they are regulated by another state's insurance department.

Applies exemption to insurers of the same type as those regulated under sections 20-826, 20-1057, 20-1342, 20-1402, or 20-1404 that issue health or sickness insurance policies.

Removes out-of-state health insurers subject to another state's jurisdiction from Arizona's certificate of authority requirements, examination requirements, and retaliatory tax provisions.

Requires out-of-state insurers seeking the exemption to provide evidence to the Arizona Director of Insurance that they are subject to jurisdiction of another state's insurance department.

Modifies multiple Arizona statutes (sections 20-115, 20-206, 20-215, 20-217, 20-220, 20-230, and 20-401.01) to implement the exemption for out-of-state health insurers.
