Amends Arizona law governing condominiums (Section 33-1242) and planned communities (Section 33-1803) to establish procedures for violation notices issued by homeowners' associations.

Requires unit owners and members who receive violation notices to have the right to submit a written response by certified mail within 10 business days of receiving the notice.

Mandates that associations respond in writing within 10 business days of receiving a member's response, providing the specific provision allegedly violated, the date of violation, and the process to contest the notice.

Prohibits associations from enforcing violations or collecting attorney fees until after exchanging the required information with the member, unless all required information was included in the original violation notice.

Allows members to petition for a hearing with the Department of Fire, Building and Life Safety at any time before or after the information exchange if the dispute falls within that department's jurisdiction.
