Amends Arizona Revised Statutes Section 15-202 regarding state board of education meetings and procedures.

Requires a majority of all board members to validate or approve any action taken by the state board of education.

Members are reimbursed for travel expenses and subsistence costs according to title 38, chapter 4, article 2, with claims approved by the superintendent of public instruction.

Grants board members immunity from personal liability for actions taken in good faith within their authority during duly constituted regular and special meetings that receive majority board approval.
