School districts may claim up to 1.0 average daily membership funding for full-time participants and proportionally reduced funding for part-time participants through the state equalization formula.

Requires each student to have a Written Learning Plan developed by an assigned mentor that includes start/end dates, courses, exam requirements, and monthly progress expectations.

Mandates programs provide curriculum aligned to state academic standards, standardized testing, and student supports including tutoring and counseling, with compliance to special education laws.

Exempts dropout recovery program attendance, graduation, and test scores from affecting the school district's annual report card or adequate yearly progress measurements.
