Prohibits cities, towns, and county boards of supervisors from adopting bedbug control ordinances for landlords or tenants, except for requirements in section 33-1319 and disposal of infested items.

Requires landlords to provide bedbug educational materials to existing and new tenants covering prevention measures, bedbug identification, risk factors, and information from CDC and government agencies.

Prohibits landlords from leasing dwelling units they know have a current bedbug infestation and requires tenants to notify landlords in writing or electronically if bedbugs are present.

Prohibits tenants from knowingly moving bedbug-infested materials into a dwelling unit.

Excludes single-family residences from these requirements and limits liability by preventing tenants from suing landlords for bedbug-related damages except as specifically provided in the statute.
