Amends Arizona Revised Statutes section 9-235 regarding how cities and towns fill council vacancies.

Allows appointment until the next regularly scheduled council election if a vacancy occurs more than 30 days before the nomination petition deadline; otherwise the appointment is for the unexpired term.

Exempts charter cities from the election timeline provisions, allowing them to continue filling vacancies by appointment for the unexpired term.

Requires appointed council members to meet qualifications established in section 9-232.
