Amends Arizona vehicle emissions inspection requirements under A.R.S. § 49-542, modifying testing standards and exemptions for older vehicles.

Expands emissions testing exemption to motor vehicles manufactured in or before 1974 model year if the U.S. Environmental Protection Agency issues a vehicle emissions testing exemption for purposes of state implementation or maintenance plans for air quality.

Requires vehicles failing onboard diagnostic checks to qualify for special 90-day resident registration and mandates directors provide vehicle owners written descriptions of diagnostic trouble codes.

Changes motorcycle exemption in Area B from blanket exemption to exemption only in Area B, requiring motorcycles in Area A to undergo emissions testing.

Makes effectiveness of amended sections conditional upon specified conditions being met per Laws 2008, chapter 64, section 2 and Laws 2010, chapter 253, section 3.
