Prohibits public employees paid with taxpayer funds from lobbying a governmental entity during work hours unless using vacation time, compensatory time, authorized release time under a labor-management agreement, or unpaid leave.

Prohibits public employees paid with taxpayer funds from engaging in political activities during work hours unless using vacation time, compensatory time, authorized release time under a labor-management agreement, or unpaid leave.

Bars public entities from using taxpayer monies to fund rallies, protests, or lobbying efforts, with exceptions for fair market value leases of space or equipment and for authorized public lobbyists employed by the entity.

Allows candidates for public office to request public records within 10 days regarding whether a public employee or entity may be violating this section.

Exempts law enforcement employees designated to serve as employee representatives through contractual arrangements and public employees registered as authorized or designated public lobbyists performing official duties for their employer.
