Amends section 16-411 to clarify that "emergency" at polling places means an imminent threat to health, welfare or safety of non-election users, allowing electioneering in public areas and parking lots outside the 75-foot limit except in emergencies.

Modifies section 16-709 to change the recipient of constitutional amendment ratification certificates from the "secretary of state" to the "archivist" of the United States.

Adds restrictions in section 16-821 prohibiting the board of supervisors from filling vacancies in precinct committeeman positions between the primary election date and one day after the state party organizational meeting.

Clarifies in section 16-822 that precinct committeemen appointed after filing nominating petitions are considered elected committeemen, and establishes that their term begins when the county board canvasses the election and ends upon canvass of the next two-year term.

Updates sections 16-823, 16-824, and 16-825 to include precinct committeemen "deemed elected" through election cancellation in district and state committee composition and voting eligibility requirements.
