Prohibits elected officials of the state or political subdivisions and public agencies from using public monies for self-promotional communications including print media, visual media, broadcast media, websites, or similar official communications.

Exempts communications that constitute public service announcements or those required by law to execute official duties from the self-promotion prohibition.

Defines "public agency" as any agency that receives public monies or any organization that receives 50 percent or more of its revenues in public monies.

Applies to elected officials at state and local political subdivision levels, as well as to public agencies.
