Amends Arizona law regarding the putative fathers registry and adoption procedures by clarifying that putative fathers must file a claim of paternity within 30 days of the child's birth to receive notice of adoption proceedings.

Requires putative fathers to establish paternity through court proceedings within 30 days of service of adoption notice, or be barred from asserting any interest in the child.

Specifies that a putative father who fails to file a timely notice of paternity waives his right to notice and consent to adoption by unrelated persons, unless he proves by clear and convincing evidence that timely filing was impossible and he filed within 30 days after it became possible.

Clarifies that lack of knowledge of pregnancy is not an acceptable reason for failing to file, and that sexual intercourse with the mother constitutes notice of potential pregnancy.

Requires courts to notify the Department of Health Services to remove a person's name from the putative fathers registry if the person is determined not to be the child's father.
