Amends Arizona Revised Statutes section 41-4201 to establish that Arizona Rangers are unpaid, noncommissioned civilian auxiliaries available to assist and support law enforcement in the state.

Clarifies that Arizona Rangers do not possess any law enforcement or investigative powers beyond those available to all citizens, and provide services only at the request of and under the direction and supervision of established law enforcement officials.

Authorizes Arizona Rangers to engage in border security activities upon a gubernatorial proclamation declaring a need for border security and requesting volunteers to conduct these activities.

Permits Arizona Rangers to enter into mutual assistance and support agreements with law enforcement agencies operating in the state for border security activities.
